FAR 52.204-4 [Reserved] — formerly Printed or Copied Double-Sided on Postconsumer Fiber Content Paper
Does the regulation require it to flow down?
No
There was never a flow-down mandate — the MAY 2011 text had no subcontracts paragraph. All four corpus carriers are older instruments (icrc-hienergy 2005 and forceprotection-gdls 2007 still cite the even older AUG 2000 title "Printing/Copying Double-Sided on Recycled Paper", lmi-applieddna 2011 cites "52.204-04 ... Aug 2000", and caci-corvus 2020 cites the MAY 2011 text): inherited Section I boilerplate copied out of the prime contract's own clause list
A clause can reach your subcontract without a mandate. Once it is in your document, it is a contract term all the same. The missing mandate is a fact about the regulation. It is not a ruling on your order.

What it makes you produce
One item for your checklist.
There is no clause at this number
The number points at a section with no text in it, so there is nothing to follow and nothing to send.
There is no clause text at this number — it was removed from the regulation on 2024-05-22 and the subpart that prescribed it is reserved
FAR 52.204-4
When it is used
Nothing triggers it: acquisition.gov shows only "52.204-4 [Reserved]" under FAC 2026-01 (effective 2026-03-13), the prescribing section FAR 4.303 returns HTTP 404, and the whole of Subpart 4.3 (Paper Documents) reads "[Reserved]". The clause and its subpart were removed by FAR Case 2022-006 (Sustainable Procurement), FAC 2024-05, effective 2024-05-22; the paper-content substance moved into the restructured FAR part 23 sustainable-products regime. Former FAR 4.303 required the clause in solicitations and contracts exceeding the simplified acquisition threshold (read from a Cornell LII mirror of the repealed 48 CFR 4.303 — the primary source is gone, so the exact former wording is (unconfirmed)).
Read closely
A flow-down list still carrying it is carrying a struck citation, which is a fact about the list rather than about your work. What the removed text asked for was that paper documents be printed double-sided on recovered-fiber stock; it never required a report, a record or a system.

This is research, not legal advice. It states what the regulation says about this clause and cites the paragraph behind it. It does not rule on your order, and it does not rule on whether a prime's markings are correct.
