DFARS 252.247-7022 Reserved. [formerly: Representation of Extent of Transportation by Sea]
Does the regulation require it to flow down?
No
A provision is addressed to offerors, not to performing contractors, and no solicitation provision has ever carried a flow-down mandate. 252.247-7022 reaches subcontractors only by template copying — the CACI 2020 subcontract predates the repeal, but all three General Dynamics Mission Systems templates dated 2026-07-20 (SCM-TMP-005, -048 and -095) do not. The live flow-down in this family is DFARS 252.247-7023(j), two-tier since OCT 2024: the substance of the whole clause including (j) in subcontracts above the simplified acquisition threshold ($350k since 2025-10-01), and the substance of paragraphs (a) through (f) plus (j) at or below it, expressly including subcontracts for commercial products.
A clause can reach your subcontract without a mandate. Once it is in your document, it is a contract term all the same. The missing mandate is a fact about the regulation. It is not a ruling on your order.

When it is used
Nothing triggers it. 252.247-7022 was a solicitation provision — the offeror's representation of whether it anticipated transporting supplies by sea — and it was removed and reserved effective 2024-10-01 by DFARS Case 2020-D026 (89 FR 78990, 2024-09-26), the same rule that rewrote DFARS 252.247-7023 to OCT 2024 and folded the representation into the clause itself. DFARS 247.574 as printed on 2026-08-05 prescribes only 252.247-7023 at (a), 252.247-7025 at (b), 252.247-7026 at (c) and 252.247-7027 at (d): the old paragraph (a) that carried 7022 was deleted and (b)-(e) were redesignated (a)-(d), which is also why 212.301(f)(xxi) was re-pointed. The number is absent from DFARS 212.301 entirely (verified 2026-08-05). Every question the provision used to ask is now answered under 252.247-7023(b) (notification when sea transport is anticipated) and (i) (notification when it turns out to be needed after all).
Read closely
there is nothing to represent and nothing to certify at this number. The live instrument in this family is 252.247-7023: where transportation of supplies by sea is anticipated, its paragraph (b) sends the notice to the contracting officer and the Maritime Administration within 3 business days after award, or immediately before the departure date needed to meet the delivery schedule, whichever comes first.
