DFARS 252.211-7007 Reserved. [formerly: Reporting of Government-Furnished Property]

Does the regulation require it to flow down?

No

No mandate can exist for a reserved section. The live duty sits one clause over: DFARS 252.245-7005(b)(5) requires the prime to ensure that Government property in a subcontractor's possession is reported using the paragraph (c) data elements — which is why a reporting term lands in your order either way. Note the asymmetry already recorded in the base: 252.245-7005 itself carries no flow-down mandate, so primes discharge (b)(5) by inserting the clause or an equivalent reporting requirement of their own drafting. Primes keep 252.211-7007 on the list because the government-property block of a flow-down matrix is copied as a unit.

A clause can reach your subcontract without a mandate. Once it is in your document, it is a contract term all the same. The missing mandate is a fact about the regulation. It is not a ruling on your order.

What it makes you produce

One item for your checklist.

  1. There is no clause at this number

The number points at a section with no text in it, so there is nothing to follow and nothing to send.

    • There is no clause at this number — it reads Reserved in the DFARS, and the Government property reporting it carried moved into DFARS 252.245-7005 in 2024

      DFARS 252.211-7007

When it is used

Nothing triggers this number. It was removed and reserved effective 2024-01-22 by DFARS Case 2020-D029 (88 FR 88533, 2023-12-22), the rule that consolidated the DoD Government property clauses: 252.211-7007, 252.245-7001, 252.245-7002 and 252.245-7004 were all removed and folded into DFARS 252.245-7005, Management and Reporting of Government Property (JAN 2024), prescribed at DFARS 245.107(4). The same rule removed 211.274-4 and DFARS subpart 245.70. The real-world condition is unchanged — Government property in the sub's hands — so read every corpus citation of 252.211-7007 as a citation of 252.245-7005 (already in the base). The repealed clause required reporting of Government property consumed, expended, or otherwise reasonably and properly accounted for in performance, including serially managed items.

Read closely

The number was removed effective 2024-01-22 and folded, with three sibling clauses, into the management and reporting clause. The underlying condition did not change — Government property in a subcontractor's hands — so an order citing this number and containing no successor names neither a system nor a deadline, and that gap is a fact about the template that can be handed back to the prime that sent it.

This is research, not legal advice. It states what the regulation says about this clause and cites the paragraph behind it. It does not rule on your order, and it does not rule on whether a prime's markings are correct.
