DFARS 252.225-7054 Prohibition on Use of Certain Energy Sourced from Inside the Russian Federation
Does the regulation require it to flow down?
Yes
Paragraph (c) requires the substance in subcontracts and other commercial instruments that are for furnished energy at a covered military installation, including subcontracts and commercial instruments for commercial products. The mandate is scope-limited, not value-limited: a subcontract that is not for furnished energy at a covered installation is outside it at any dollar value, and a $10,000 one that is falls inside it.

Nothing to send, ever
There is no paperwork here. It is a rule you follow while you perform the work.
Generating the energy you furnish to a covered military installation without using energy sourced inside the Russian Federation — the ban runs on the source of the energy, not on the identity of the seller
DFARS 252.225-7054(b)
When it is used
DFARS 225.7019-4(b): use in solicitations and contracts that are for the acquisition of furnished energy for a covered military installation — a military installation in Europe that DoD has identified as a main operating base. Two features make it unusual: it has no dollar floor (it expressly applies at or below the SAT, $350k) and no commercial carve-out (it expressly applies under FAR part 12). It reaches nothing but furnished energy at such an installation, so on the overwhelming majority of subcontracts that carry it there is no covered work. Class Deviation 2026-O0041, Revision 1 (1 July 2026) reprints 225.7019-4 and the clause with no change.
Read closely
The clause runs definitions, prohibition and flow-down; nothing is submitted, and the only relief named is a waiver approved above you and certified to the congressional defense committees. Paragraph (c) carries the substance, including itself, into every lower-tier subcontract or commercial instrument that is itself for furnished energy at that installation. There is no dollar floor and no commercial exception, and a subcontract that furnishes no energy to a main operating base in Europe has no covered work for it to reach at any value.
