What it makes you produce
One item for your checklist.
Nothing to send, ever
There is no paperwork here. It is a rule you follow while you perform the work.
No TikTok or other ByteDance covered application on information technology owned or managed by the Government, or on any information technology you use or provide under the contract — an employee's own phone that reaches contract mail or data included
FAR 52.204-27(b)
When it is used
All contracts, including commercial/COTS and below the micro-purchase threshold.
Read closely
The clause has three paragraphs and none of them asks for a report, a notice or a certificate; the only notice in it runs the other way, a written exception from the contracting officer under guidance from the Office of Management and Budget. Paragraph (c) carries the substance into all subcontracts, commercial ones included, with no threshold. What it takes from a small shop is a device policy. The model text for the FAR overhaul prints this number as reserved and folds the prohibition into FAR 52.240-91.

This is research, not legal advice. It states what the regulation says about this clause and cites the paragraph behind it. It does not rule on your order, and it does not rule on whether a prime's markings are correct.
