What it makes you produce
One item for your checklist.
Something you write
Days to weeks, and nobody outside your company has to agree to it.
An account of every form of Government-provided identification issued to your employees, and those credentials returned at the earliest of the end of the work, the employee's separation, or the end of the contract
FAR 52.204-9(b)
When it is used
Enters when contractor employees need routine physical access to a federal facility or routine access to a federal information system (prescription 4.1303); no threshold. Flows down to the sub under the same condition — a sub working only in its own shop is not reached.
Read closely
(a) is the whole of what the clause asks in its own voice: that the agency's personal identity verification procedures identified in the contract are followed. The background check and the credential itself live inside those procedures and run on the agency's calendar — this clause points at them and does not restate them, so there is no paragraph here to cite for the badge. (d) carries the substance into your own orders when a lower tier's people need that access.

This is research, not legal advice. It states what the regulation says about this clause and cites the paragraph behind it. It does not rule on your order, and it does not rule on whether a prime's markings are correct.
