DFARS 252.219-7004 Small Business Subcontracting Plan (Test Program)

Deviation number 252.219-7997. DoD Class Deviation 2026-O0037 rewrites DFARS part 219 for the FAR overhaul. It prescribes 252.219-7997 in place of 252.219-7004, so a document written under it can cite 252.219-7997 instead. The two texts can differ. The source at the foot of this page says how.

Does the regulation require it to flow down?

Yes

(g): include FAR 52.219-9 and DFARS 252.219-7003 in subcontracts (with Alternate III of 52.219-9 where applicable), or 252.219-7004 itself in subcontracts with subcontractors participating in the Test Program. Literal (g) threshold per FAR 19.702(a) (unconfirmed — the exact value in the text was not read).

What it makes you produce

2 items for your checklist, slowest first.

  1. Something you write

Days to weeks, and nobody outside your company has to agree to it.

    • A comprehensive subcontracting plan covering your defense work as a whole rather than this order, made part of the contract

      DFARS 252.219-7004(b)
  2. Something you fill in and send back

Hours, once you know which one is missing.

    • Semiannual reports through the electronic subcontracting reporting system, for the periods ending March 31 and September 30, each due within 30 days of the period's end

      DFARS 252.219-7004(d)

When it is used

Replaces the plan-per-contract mechanics when the contractor participates in the DoD Test Program for comprehensive subcontracting plans (a single plan, negotiated at the corporate/division level; historical eligibility tied to ≥3 DoD contracts and ≥$100M in the prior fiscal year, 15 U.S.C. 637 note). Flows down via (g): the participant includes FAR 52.219-9 + DFARS 252.219-7003 in subcontracts — or 252.219-7004 itself when the subcontractor also participates in the Test Program.

Read closely

Paragraph (c) holds the eligibility requirements and paragraph (f) the liquidated damages. Which instrument reaches you is decided one tier up by paragraph (g): FAR 52.219-9 with DFARS 252.219-7003 for a firm that is other than small, or this clause where the firm is also in the Test Program.

This is research, not legal advice. It states what the regulation says about this clause and cites the paragraph behind it. It does not rule on your order, and it does not rule on whether a prime's markings are correct.
