FAR 52.219-9(d)
Something you fill in and send back
Hours, once you know which one is missing.

When it is used
Contracts > $900,000 (> $2M construction) held by other-than-small concerns with subcontracting opportunities. Does not apply to small businesses.
Read closely
Paragraph (a) states that the clause does not reach small business concerns. Paragraph (d)(9) is what carries down a tier, and it carries an obligation rather than the clause: a subcontractor that is other than small, receiving a subcontract above the FAR 19.702(a) threshold with further subcontracting possibilities, adopts a subcontracting plan complying with the requirements of this clause. Paragraph (l) holds the reporting mechanics and their timing. It is a recurring administrative cost, not a one-time filing.
Alternates
Alt II · NOV 2016
FAR 19.708(b)(1)(ii).
Alternate II substitutes paragraph (c)(1) so the plan goes in with the offer rather than after selection — a change to when it is due, in offeror terminology, while the plan and the two reports stay exactly the parent's.
Alt III · JAN 2025
FAR 19.708(b)(1)(iii) — when the contractor will not report via eSRS (e.g., certain contracts performed outside the US).
Alternate III modifies (d)(10) and (l) so subcontracting reports go on Standard Form 294 instead of through the electronic system, which changes the paper itself. It pairs with DFARS 252.219-7003 Alternate I, which makes the same switch on the defense side.

Source: acquisition.gov, FAR 52.219-9, codified text read at FAC 2026-01 (effective 2026-03-13), prescribed at 19.708(b) with designation (Jan 2025); the RFO Part 52 disposition table prescribes it at 19.109(e)(2)(i) and prints (Deviation Date), so the model text is rewritten rather than carried over (verified 2026-08-09)
This is research, not legal advice. It states what the regulation says about this clause and cites the paragraph behind it. It does not rule on your order, and it does not rule on whether a prime's markings are correct.
