Hiring, for the part of the work performed in the State named in the blank in paragraph (a), residents of that State who possess or could promptly acquire the skills the craft or trade needs
DFARS 252.222-7000(a)
When it is used
Narrow and geographic. DFARS subpart 222.70 applies ONLY (1) to construction and service contracts to be performed in whole or in part within a noncontiguous State, and (2) when that State's unemployment rate exceeds the national average as determined by the Secretary of Labor (DFARS 222.7000). 'Noncontiguous State' means Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands, American Samoa, Guam, the U.S. Virgin Islands, Baker Island, Howland Island, Jarvis Island, Johnston Atoll, Kingman Reef, Midway Islands, Navassa Island, Palmyra Atoll, and Wake Island (222.7001). The clause goes in all solicitations and contracts subject to the subpart, with the State's name typed into the blank in paragraph (a) (222.7004). No dollar threshold and no commercial exception in the subpart. The head of the agency may waive it case by case in the interest of national security (222.7003). Implements section 8071 of the FY 2000 Defense Appropriations Act (Pub. L. 106-79) and successors.
Read closely
The clause is two paragraphs and neither asks for a submission, a notice or a report: paragraph (a) is the hiring rule and paragraph (b) carries the substance, including paragraph (b) itself, into each subcontract at any dollar value. The blank in paragraph (a) is the whole obligation — an empty blank means no State was ever named, and the State is what decides who you may hire.

This is research, not legal advice. It states what the regulation says about this clause and cites the paragraph behind it. It does not rule on your order, and it does not rule on whether a prime's markings are correct.
