What it makes you produce

3 items for your checklist, slowest first.

  1. Something somebody else has to issue you2

The same day if the issuer is one of your own suppliers, months if it is an assessor or an underwriter.

    • A letter of authorization generated from that system and signed by the contracting officer, which is what gets a person into theater and onto meals, transport and medical support

      DFARS 252.225-7040(c)
    • The preliminary personnel requirements (e) lists as one set — clearances, medical, dental and psychological fitness, required immunizations, theater-specific qualifications, passports and visas, and the training the paragraph names

      DFARS 252.225-7040(e)
  2. A state you have to be in, in a government system

The record has to be posted before the prime can see it, and posting is not the same day as being ready.

    • Every deployed person entered in the Synchronized Predeployment and Operational Tracker, with the record kept current for the whole deployment

      DFARS 252.225-7040(g)

When it is used

Contracts where contractor personnel support US forces deployed outside the country in designated operations (prescription 225.371-5(a)); no dollar threshold. Flows down to the sub only when THE SUB's personnel support those forces — with nobody in theater, it stays dormant.

Read closely

(e) is a pre-departure checklist and its items sit in subparagraphs this row does not name one by one. (f) adds processing through a designated deployment center and a designated reception site on arrival. With nobody heading to theater none of it is produced: (q) conditions the whole set on where the personnel are, not on the value of the order.

This is research, not legal advice. It states what the regulation says about this clause and cites the paragraph behind it. It does not rule on your order, and it does not rule on whether a prime's markings are correct.
