What it makes you produce
One item for your checklist.
Nothing to send, ever
There is no paperwork here. It is a rule you follow while you perform the work.
- 252.227-7015(c)(2)
Nothing to send under this one. The Government's license in the data is use inside the Government: not to have the item built again, and not for release outside
Owed when the technical data pertains to a commercial product or commercial service developed exclusively at private expense — paragraph (b) is what decides that
When it is used
Contracts (including FAR Part 12) under which technical data for commercial products/services will be delivered (227.7102-4(a)(1)); if there was development with public funds, 7013 comes in ALONGSIDE for that portion.
Read closely
Paragraph (b) routes the rest: anything developed in part at Government expense goes to 252.227-7013, and anything under the small business research programs to 252.227-7018. Form, fit and function data and operation, maintenance, installation and training data come out unrestricted under (c)(1), and wider rights exist only through the separate agreement at (d). The markings themselves are 252.227-7013's and 252.227-7018's, not this clause's.
Alternates
Alt I · JAN 2025
DFARS 227.7102-4(a)(2) — development or delivery of a vessel design or any useful article embodying one.
Alternate I adds a vessel design definition and gives the Government rights to make, import, sell and distribute articles embodying the design as far as its data rights reach. It widens what the Government may do; it asks for nothing new from you.

This is research, not legal advice. It states what the regulation says about this clause and cites the paragraph behind it. It does not rule on your order, and it does not rule on whether a prime's markings are correct.
