FAR 52.203-15 Whistleblower Protections Under the American Recovery and Reinvestment Act of 2009
Does the regulation require it to flow down?
Yes
(b): 'in all subcontracts that are funded in whole or in part with Recovery Act funds' — no value threshold. Without ARRA money, there is no mandate at all: the presence is inherited from the prime's template.

- FAR 52.203-15(a)
A posted notice of employee whistleblower rights under section 1553 of the 2009 Recovery Act
Owed where Recovery Act money funds the work — (b) carries the clause only into subcontracts funded in whole or in part with those funds
When it is used
It only enters (at the prime and the sub) a contract funded in whole or in part with 2009 Recovery Act funds, any value — FAR 3.907-7. In 2026 new ARRA money is practically nonexistent: 16/43 in the corpus indicates template copying, not a real trigger.
Read closely
On an order with no Recovery Act money there is nothing for the notice to be about, which is a question for the prime that placed it: the program's appropriations are long spent and the clause survives in templates rather than in funding.

This is research, not legal advice. It states what the regulation says about this clause and cites the paragraph behind it. It does not rule on your order, and it does not rule on whether a prime's markings are correct.
