DFARS 252.203-7003 Agency Office of the Inspector General
Does the regulation require it to flow down?
No
The current text has no subcontract paragraph at all — it is just the designation of the DoD OIG referenced in (c) and (d) of FAR 52.203-13; when 52.203-13 flows down to the sub, the prime includes this one alongside to say WHICH OIG
A clause can reach your subcontract without a mandate. Once it is in your document, it is a contract term all the same. The missing mandate is a fact about the regulation. It is not a ruling on your order.

What it makes you produce
One item for your checklist.
Nothing to send, ever
There is no paperwork here. It is a rule you follow while you perform the work.
Nothing to send under this number — the clause is the address of the DoD Office of Inspector General, for use by the disclosure another clause requires
DFARS 252.203-7003
When it is used
Prescribed at 203.1004(a): goes into every DoD solicitation/contract that includes FAR 52.203-13 (Contractor Code of Business Ethics and Conduct) — in practice, contracts above $7.5M with 120+ days of performance. Rides along whenever 52.203-13 flows down.
Read closely
The clause is one paragraph and no paragraph of it asks for anything: it names the destination referenced in paragraphs (c) and (d) of FAR 52.203-13 — the Contractor Disclosure Program at 4800 Mark Center Drive, Alexandria, with a toll-free line and a website. The written disclosure itself is required by 52.203-13(b)(3)(i), and that is the clause the paperwork belongs to.

Source: acquisition.gov, DFARS 252.203-7003. CODIFIED REGIME, read 2026-08-11 on the part-252 page at DFARS Change 5/7/2026: "As prescribed in 203.1004(a), use the following clause:" with designation (AUG 2019). RFO CLASS DEVIATION 2026-O0031 (DFARS part 203, effective February 1, 2026) CARRIES THIS CLAUSE AT THE SAME NUMBER: the memo prescribes it at 203.1004(a) and prints it (AUG 2019). So the two regimes AGREE here on number, prescription and designation, and an agreement read is recorded because the alternative is silence that a reader cannot tell from an unread deviation. TO RE-DERIVE THE DEVIATION HALF WITHOUT REDOING THE RESEARCH: fetch acquisition.gov/sites/default/files/page_file_uploads/DoD_RFO_Deviation_Part-3.pdf (568898 bytes, 18 pages, DARS Tracking Number 2026-O0031, "Effective February 1, 2026, contracting officers shall use"), run pdftotext -layout over it, and grep for 252.203-7003 — 2 occurrences on 2026-08-11, poppler pdftotext. Both regimes read against their primary sources on 2026-08-11, and the deviation half re-read a second time and the recipe above measured on 2026-08-11 (verified 2026-08-11)
This is research, not legal advice. It states what the regulation says about this clause and cites the paragraph behind it. It does not rule on your order, and it does not rule on whether a prime's markings are correct.
