What it makes you produce
2 items for your checklist, slowest first.
A program you have to be running
You are either running it or you are not, and what the prime asks for is the date it started.
Physical security to DoD Manual 5100.76 for the listed arms, ammunition and explosives — approved storage, access control, inventory and controlled movement, as the statement of work specifies

Something you write
Days to weeks, and nobody outside your company has to agree to it.
- DFARS 252.223-7007(e)
A notice to the cognizant Defense Counterintelligence and Security Agency field office, within 10 days of the award
Owed when you award a subcontract that involves arms, ammunition or explosives
When it is used
Comes in when the contract involves sensitive arms, ammunition and explosives (AA&E) — the items listed by nomenclature/NSN in (b) — requiring physical security per DoD Manual 5100.76, to the extent the statement of work specifies. Flows down into all subcontracts, at any tier, when the sub develops/produces/purchases AA&E or receives AA&E as government property; and the contractor notifies DCSA within 10 days after award of a subcontract involving AA&E.
Read closely
The edition of the manual that governs is the one in effect on the date the solicitation was issued. (b) is the table naming the items by nomenclature, stock number and sensitivity category — a blank table leaves the scope open. (d) gives the security agency access at all reasonable times for surveys, inspections and investigations, and the magazine or vault behind (c) is spending that lands before the first delivery.

Source: acquisition.gov, DFARS 252.223-7007. CODIFIED REGIME, read 2026-08-11 on the part-252 page at DFARS Change 5/7/2026: "As prescribed in 223.7203, use the following clause:" with designation (NOV 2023). RFO CLASS DEVIATION 2026-O0018 (DFARS part 223, effective February 1, 2026) CARRIES THIS CLAUSE AT THE SAME NUMBER: the memo prescribes it at 223.7203 and prints it (NOV 2023). So the two regimes AGREE here on number, prescription and designation, and an agreement read is recorded because the alternative is silence that a reader cannot tell from an unread deviation. TO RE-DERIVE THE DEVIATION HALF WITHOUT REDOING THE RESEARCH: fetch acquisition.gov/sites/default/files/page_file_uploads/DoD_RFO_Deviation_Part-23.pdf (593744 bytes, 22 pages, DARS Tracking Number 2026-O0018, "Effective February 1, 2026, contracting officers shall use"), run pdftotext -layout over it, and grep for 252.223-7007 — 2 occurrences on 2026-08-11, poppler pdftotext. Both regimes read against their primary sources on 2026-08-11, and the deviation half re-read a second time and the recipe above measured on 2026-08-11 (verified 2026-08-11)
This is research, not legal advice. It states what the regulation says about this clause and cites the paragraph behind it. It does not rule on your order, and it does not rule on whether a prime's markings are correct.
