DFARS 252.247-7024 Reserved. [formerly: Notification of Transportation of Supplies by Sea]

Does the regulation require it to flow down?

No

No mandate can exist for a reserved section. The live flow-down is DFARS 252.247-7023(j), stratified by value since OCT 2024: the substance of the whole clause including (j) in subcontracts that exceed the simplified acquisition threshold ($350k since 2025-10-01), and the substance of paragraphs (a) through (f) plus (j) in subcontracts at or below it — in both cases 'including subcontracts for commercial products'. Primes carry 252.247-7024 forward because the sea-transport block of a flow-down matrix is copied as a unit and 252.247-7023 already sits next to it on the page.

A clause can reach your subcontract without a mandate. Once it is in your document, it is a contract term all the same. The missing mandate is a fact about the regulation. It is not a ruling on your order.

What it makes you produce

One item for your checklist.

  1. There is no clause at this number

The number points at a section with no text in it, so there is nothing to follow and nothing to send.

    • A line on the order's clause list pointing at a section with no text in it — the sea-transport notification moved into 252.247-7023 in 2019 and this number was reserved

When it is used

Nothing triggers it. Removed and reserved effective 2019-02-15 by DFARS Case 2018-D028 (84 FR 4370), which moved the notification instructions into DFARS 252.247-7023 as a new paragraph (h), redesignated the old (h) as (i), changed that clause's designation from (APR 2014) to (FEB 2019), and removed 247.574(c) with (d)-(f) redesignated (c)-(e). The notification then moved a second time in the OCT 2024 rewrite (DFARS Case 2020-D026, 89 FR 78990, effective 2024-10-01) and now sits in 252.247-7023(b), with the unanticipated-shipment case at (i). Absent from DFARS 212.301, including paragraph (f) (verified 2026-08-05), and absent from the current 247.574, which prescribes only 252.247-7023, -7025, -7026 and -7027. The real-world condition — supplies that may move by sea — is unchanged; only the number is dead.

Read closely

the deadline, the addressees and the required contents now sit in 252.247-7023(b). An order routing the notification through this number will usually print the pre-2019 deadline alongside it, so the version of 252.247-7023 the order cites is what decides which deadline is live.

This is research, not legal advice. It states what the regulation says about this clause and cites the paragraph behind it. It does not rule on your order, and it does not rule on whether a prime's markings are correct.
