What it makes you produce
One item for your checklist.
Nothing to send, ever
There is no paperwork here. It is a rule you follow while you perform the work.
Not acquiring, for use in performing the contract, any supply or service that a proclamation, executive order or statute administered by the Office of Foreign Assets Control would prohibit
FAR 52.225-13(a)
When it is used
All contracts, no threshold (FAR 25.1103(a), except for exceptions not detailed in the prescription).
Read closely
Nothing is submitted, certified or reported under this clause: paragraph (b) points at the sanctions material and paragraph (c) carries the clause itself, including paragraph (c), into all subcontracts at any value — one of the most universal flow-downs in the FAR. In practice the check is the specially designated nationals list. The model text for the FAR overhaul reserves subpart 25.11 and marks the clause reserved, so an agency operating under the deviations stops prescribing it in new solicitations; the sanctions themselves apply by law either way, and both generations will sit in templates for years.

This is research, not legal advice. It states what the regulation says about this clause and cites the paragraph behind it. It does not rule on your order, and it does not rule on whether a prime's markings are correct.
