DFARS 252.219-7003 Small Business Subcontracting Plan (DoD Contracts)
Does the regulation require it to flow down?
No
(g): include DFARS 252.219-7004 in subcontracts with subcontractors participating in the Test Program (DFARS 219.702-70), if the subcontract exceeds the FAR 19.702(a) threshold and has subcontracting opportunities. 252.219-7003 itself has no self-flow-down mandate: primes include it by practice alongside FAR 52.219-9 when the other-than-small sub needs a plan.
A clause can reach your subcontract without a mandate. Once it is in your document, it is a contract term all the same. The missing mandate is a fact about the regulation. It is not a ruling on your order.

When it is used
Supplements FAR 52.219-9: goes into every DoD contract (including commercial, Part 12) that contains 52.219-9 — that is, other-than-small contractor, contract above $900k ($2M construction) and subcontracting opportunities. Reaches the other-than-small sub the same way 52.219-9 does: when the prime requires a plan from them; (g) additionally requires including 252.219-7004 in subcontracts with Test Program participants.
Read closely
Both rows belong to whoever owes the subcontracting plan, and FAR 52.219-9(a) states that clause does not reach small business concerns. A current SAM registration and current representations are what sustain the count someone else reports. Paragraph (g) sends a different clause, DFARS 252.219-7004, into subcontracts with Test Program participants.
Alternates
Alt I · DEC 2019
DFARS 219.708(b)(1)(A)(2) — use when using Alternate III of FAR 52.219-9.
Alternate I replaces paragraph (f): individual reporting comes off the electronic system and onto Standard Form 294, so the paper you file changes rather than the date it is due.

This is research, not legal advice. It states what the regulation says about this clause and cites the paragraph behind it. It does not rule on your order, and it does not rule on whether a prime's markings are correct.
