What it makes you produce
One item for your checklist.
A program you have to be running
You are either running it or you are not, and what the prime asks for is the date it started.
A documented counterfeit electronic part detection and avoidance program covering the twelve areas the clause lists — training, inspection and testing, traceability, quarantine, and reporting among them
DFARS 252.246-7007(c)
When it is used
Contracts for electronic parts/assemblies from CAS-covered contractors (CAS condition: high confidence, prescription 246.870-3 not re-read). Rework costs due to counterfeits are unallowable.
Read closely
(b) is what requires the system to exist and be maintained, (c) is the list of what its risk-based policies and procedures have to address, and (d) is the Government's review and evaluation of it. For a small distributor this is the heaviest single line in the electronics group.

This is research, not legal advice. It states what the regulation says about this clause and cites the paragraph behind it. It does not rule on your order, and it does not rule on whether a prime's markings are correct.
