What it makes you produce
3 items for your checklist, slowest first.
A program you have to be running
You are either running it or you are not, and what the prime asks for is the date it started.
A purchasing process that goes to the original manufacturer or its authorized supplier first, then to a supplier you have approved, and a documented route for the times neither is available
DFARS 252.246-7008(b)
Something you write2
Days to weeks, and nobody outside your company has to agree to it.
Lot-level traceability from the original manufacturer forward, and where it cannot be established, the inspection and test records that stand in its place
DFARS 252.246-7008(c)- DFARS 252.246-7008
A documented statement to the buyer that the electronic parts supplied are new or previously unused
Owed when the order makes that statement the condition for setting aside the notification, inspection, testing and authentication actions at (b)(3)(ii) — the BlueForge purchase order does exactly that
When it is used
Contracts for electronic parts, for anything CONTAINING electronic parts, or for services where the contractor supplies either. 246.870-3(b) reaches all three and says so expressly for FAR part 12 commercial buys.
Read closely
(b)(3)(i) is what pulls in the (b)(3)(ii) actions: a part from outside the approved sources, a supplier that refuses the clause, or a part that cannot be confirmed as new and uncommingled. (b)(3)(ii) is then written notice to the contracting officer, inspection, testing and authentication at your cost, and the records held for the Government. (d) covers parts bought from Government sources, where authenticity responsibility sits with the Government instead, and (e) carries the clause into your own subcontracts unless the supplier is the original manufacturer.

This is research, not legal advice. It states what the regulation says about this clause and cites the paragraph behind it. It does not rule on your order, and it does not rule on whether a prime's markings are correct.
